Les syndicats accusent les deux personnalités d'être à l'origine du chaos.
En grève depuis 3 ans déjà, mais freinée depuis l’arrivée du délégué spécial de la mairie de Libreville, les agents municipaux de la commune de Libreville pourraient relancer ce mouvement de grève d’ici peu. Lors de leur dernière assemblée générale, ils ont évoqué l’hypothèse d’une nouvelle paralysie de la structure.
L’éventualité d’une nouvelle grève serait la conséquence des manœuvres dilatoires du secrétaire général et du quatrième maire adjoint, lesquels « veulent organiser une commission administrative, alors que les résultats des dossiers liés à la précédente rencontre sont toujours attendus », dénoncent les agents.
Il n’en fallait pas plus pour provoquer la colère de la coalition des syndicats de la mairie de Libreville, FAL-SYLAML qui a effectué, la semaine dernière, le tour des six arrondissements de la commune de Libreville. Objectif de ces rencontres, mobiliser les troupes pour des prochaines batailles.
La coalition syndicale ne comprend pas que les discussions engagées avec le délégué spécial, Jude Ibrahim Rapontchombo, n’ont toujours pas abouti à des solutions claires liées au cahier des charges. Pire, les syndicats constatent que le nouveau patron de la mairie s’est laissé « caporalisé » par des personnalités à l’origine du désordre au sein de l’institution. Notamment le secrétaire général, Hans Emery Fabrice Dickrado, et le quatrième maire adjoint de la commune de Libreville, Edouard Nziengui.
Avec le syndicat Dynamique communale, les deux personnalités veulent organiser une Commission administrative paritaire. Ce, alors que les dossiers de la précédente commission n’ont toujours pas connu de suite. Qu’est-ce qui fait courir le secrétaire général et le quatrième maire adjoint ? S’interrogent les agents. Lesquels voient d’un mauvais œil cette démarche visant à tromper le délégué spécial.
A côté de ce point, il y a celui sur les revendications du personnel. « Nous sommes dans une période exceptionnelle. En principe, en temps normal, la période est prévue pour le vote du budget municipal par les conseillers municipaux. Vu l’état actuel des choses, il est souvent recommandé de reconduire le précédent budget. Sauf que celui-ci n’a pas pris en compte nos revendications. Toute chose qui pourrait occasionner un retard considérable sur l’avancement de nos revendications », explique un agent.
Les revendications des agents municipaux
Ce n’est pas tout. « En qualité de délégué spécial de la mairie de Libreville, Judes Ibrahim Rapontchombo devrait procéder au renouvellement de certains postes, dont les occupants ont porté préjudice aux agents. Mais selon des sources à la mairie de Libreville, ce sujet n’est pas d’actualité. Le délégué spécial se penche sur une décision de l’Anavea visant à suspendre les nominations. Or, indique un agent, l’Anevea a été dissoute. Ce qui nous laisse penser que nos malheurs ne prendront pas fin maintenant », s’offusque un des membres de la coalition syndicale.
Pour rappel, les agents municipaux revendiquent le départ des fonctionnaires, la prise des actes de gestion du personnel suite aux travaux de la commission administrative paritaire, tenus du 12 novembre 2021 au 24 janvier 2022 ; la mise en solde des agents recrutés depuis plusieurs années ; le paiement de tous les droits des agents admis à faire valoir leurs droits à la retraite ; le paiement de tous les droits aux ayants droit des agents décédés, l’application de la nouvelle grille de rémunération et la revalorisation du point d’indice, ainsi que la suppression des sursalaires et de tous les avantages indus accordés à certains capricieux de notre administration.
